Preferred Supplier for the provision of Global Payroll
VSO is the world’s leading international non-governmental organisation that works through volunteers to create a fair world for everyone.
We will be running a tender process with the intention of establishing a Framework Agreement and appointing an organisation as Preferred Supplier for the provision of Global Payroll (Managed Administrative Services and Professional Employer/ Employer of Record) in multiple countries. We currently utilise these services in six countries, however our requirements going forward may extend beyond our current locations.
We are seeking expressions of interest from suitably experienced/ registered organisations, which could provide both levels of service.
VSO’s requirements:
- Provide flexible and agile payroll/compliance/administrative services in a changing landscape, for small teams (approximately between 2-10) in a range of countries, in Europe, US, Africa and Asia; these could change frequently, and level of service needed will depend on programme requirements and could also shift between these levels of service.
- Potential countries are listed below; suppliers should be able to offer services in at least 60% of these, although other countries could be of interest.
- Supply fully managed payroll, benefits & employer tax services in countries with VSO company registration.
- Act as professional employer (PEO)/employer of record (EOR), as well as provide fully managed payroll services, in countries without VSO registration.
Expressions of interest: all expressions of interest must be received by VSO by 20 March 2025; 17:00 GMT and must be submitted electronically (emailed) to the following email address: VSO Global Finance Operations vsoglobalfinanceoperations@vsoint.org. The EOI must include a contact name, company name, company address, phone and email address.
Tender documents: tender documents will be sent to those who expressed an interest, following the close of the EOI period.
Anticipated agreement start date: approximately end of May/early June 2025
Framework period: 3 years with option to extend for additional 2 years
VSO reserves the right not to award an agreement.
